How VINE Pioneered Victim Notification
The tragic death of a Louisville woman named Mary Byron was the driving force behind the creation of VINE.
In December 1993, Mary sat in her car, waiting for the engine to warm up on a cold winter day. Her ex-boyfriend, who had been incarcerated for assaulting and stalking her, had been released from jail. He approached her car and fatally shot her. Mary and her family had requested a notification from the jail upon his release. That notification never came.
Mary’s senseless death ignited a firestorm to prevent similar tragedies. Her family, joined by advocates and lawmakers, championed the creation of a system, VINE, that would empower victims and others with timely and reliable information about offenders' custody status. A year after Mary’s death, VINE was born.
