VINE was founded in 1994 after Mary Byron, a young woman in Louisville, was brutally murdered by her former partner. After being incarcerated for previously assaulting Mary, he was released but Mary was never informed.
Since then, VINE has made it its mission to ensure millions of victims all over the United States find empowerment through regular updates about their offender’s incarceration status.
